While some communities in Arkansas had already begun to provide local power, AP & L became a pioneer in the state by providing reliable services to the city and also to neighboring Mississippi. In 1913, the company founded the Arkansas Power Company, and as the utility's success grew into the 1920s, Couch moved to create a similar power giant in Pine Bluff, just a few miles south of Little Rock. In 1914, he bought a 1,000-acre plot of land on the east side of the Mississippi River and then built a 100-megawatt power plant with an output of 1.5 million kilowatt hours that ran through the city and into neighboring cities in Arkansas, Mississippi and Tennessee.
The Arkansas Public Service Commission then approved a settlement that required AP & L to pay higher electricity rates. After helping Couch obtain federal approval to build the dam, he continued to build a $1.5 million power plant on the Mississippi River in Little Rock.
